An emoticon that reparents a shocked or surprised face. Which the colon represents the eyes in all emotions and the O's meaning the mouth. The extra O's are the amount of admonishment and shockness of a person that something shocking went wrong and get so surprised when they see it. It is mostly used in gaming, chats, messages, emails, etc. So that is what the emoticon means. A shocked face with extra o's, but it is someone who is extremely shocked.
