Most common at many small/thrift/second-hand stores where the checkout-clerk is also the store's owner, this term refers to the act of asking the cashier for a discounted price on a piece of merchandise; i.e., an amount that's somewhat lower than what the store is asking for the item.
During a visit to the local factory-outlet clothing store, I found a shirt that I really liked, but I noticed that it had a couple buttons missing, so I made a counter-offer when I reached the checkout, and got the garment for two dollars off.
