A person who does not care about the comeback or consequences of the actions that they employ to get their drugs or drug money. They may often follow you in groups (central London especially) and try to offer to 'help' you get something before ripping you off. Although usually a cat has no 'hussle' whatsoever and just tries to bully or beg drugs of another user.
