unsupported mandate: noun. A situation wherein anyone in an administrative / governmental position requires a school by law to meet the needs of students and caregivers without providing solutions, guidance, resources, and consequences for student and/or caregiver noncompliance.
State Department of Education to school districts: You must identify and address the mental health needs of the students in your schools.

School district: So, you’re going to help us when students are violent, suicidal, or dealing with trauma and families refuse seek services?

State Department of Education: Absolutely not! This is an unsupported mandate.
