This could be anything from insulting peoples sex or being racist in a chat, to specifically targeting an individual and harassing them with threats, bombing social dms, etc. it's just a way people who are bad at trolling compensate for being shit at trolling and attempt to make themselves seem bigger than they are. Many times these are actually just bots, pre programmed to be annoying. The best way to handle it is to kick them as soon as they join, though a lot of times this can get out of hand such as the case with Team Fortress 2's previous Bot War.
