"Bull" is being used as a double entendre -- meaning both the animal shown on the nickel and the other meaning of stupid or untrue talk or writing; nonsense. So, the bull is coming off the nickel and bring applied to the situation at hand. The situation at hand being nonsensical.

This obscure phrase is famously used in the Twilight Zone episode "Mr. Garrity and the Graves". Rod Serling, in the intro, uses this expression in referring to Jared Garrity, who makes a living restoring life to the dead.

Nickelback

A band that some people hate and other people "hate". But seriously, Nickelback isn't THAT bad. I would much rather listen to them than what some elitist music snobs and critics call good music. Some people might genuinely dislike their music, but many others dislike them because it's the cool thing to do and it makes them think that they're more sophisticated and intelligent because they like "better music". Why don't you roll over and let the internet and music critics stomp on the other side of your face?

1. Generic term denoting a currency of little or no value when the user is unsure of the actual name for the currency in question.
Thought to have originally been coined by Canadian Forces troops on Peacekeeping duties in the former Yugoslavia during the 1990s.
Person 1: "Dude this/those CD/jeans/ shoes rock(s)! Did you pay much for it/them?"

Person 2: "No, aboot 500 Shit Nickels out of some bug-eater's trunk"
