verb- you're sitting in your car with your seatbelt on and when you move forward too quickly the seatbelt locks you in place so you can't move. Note: Release the seatbelt to become unfuckled.

I can't reach my keys on the car floor because I'm fuckled and can't move! I'm fuckled so I can't reach the ATM.
