A "lighter shade" of post-communist Russian pugilistic authoritarianism, as displayed by Western democratically elected officials who seeming display sympathy toward or do not denounce Russian heavy-handedness; and further, use similar tactics to advance their own agendas.

An play on the derogatory term pinko to describe the "whiter" or softer side of "red" communism, periwinkle being a lighter shade of blue in the Russian Federation flag.

Periwinkoism is rampant in Washington, with President Trump trying to replace special council Muller, it is as murky as Dmitry Medvedev appointing Vladimir Putin Prime Minister.
