Latin for Joy, this is a highly aristocratic name from Classic times. Popular in Victorian England, it still connotes a more refined, elegant time. It is not an African tribal name. All variations like Lakrisha, Latifa, Keesha etc. are anomalies.
Women named Letitia are usually exceptional and complex. They defy definition. Good luck if you find one...you're in for a wild ride.

1) A phrase meant to convey that a certain strategy in any form or situation is that used by the actual professionals of that activity. (Best used sarcastically)

2) A way to describe an attempt that was overcomplicated with strategy.

guy 1: "I didn't study for this test, I'm just gonna put 'B' for every answer"

guy 2: "That is a Legitimate Pro Tactic, couldn't possibly fail"
