This phrase describes the activists, corporations, pedophiles and their adjacents that are pushing for government employees (teachers) to speak to four-year-old children about adult topics relating to sex and gender identity in secret and without gaining parental consent.

A Grouper is an enormous women usually weighing at least 200+ pounds. A Grouper usually smells like a run down cheese factory due to the obscene amount of calories shovelled into their gullet.
A Grouper is an absolute menace to anything even remotely heathy. They can often be found having a field day at the buffet table.
