an officer, usually a major or above, who stands on a stage/podium during a briefing, ceremony, or just stops by your shop unannounced and tells you how dumb you are and how great they are. if you listen to them at all, you might hear something about drinking and driving or motorcycle safety.

the new commander is a real windbag. we had to stand at attention for the whole hour.

A Scottish colloquialism (used mainly in the West of Scotland) used to define someone of limited mental ability. This term seems to have superceded the colloquial term, mongol.

He/she eats lots of cocopops, so I think they're a windae licker.

part of central new jersey mistakenly referred to as "west windsor". inhabited by a large number of limited or non english-speaking indian and asian families making up more than 85% of the population. please note that although the school district here is decent, this town is completely beat and there is almost nothing to do here, ever.
