The person providing the bullshit answer must do so with the intent to trap the original questioner into looking ridiculous and/or doing something stupid. To be luongoed is to have asked a question and not realized that the answer made you look like an asshole.
Jim asked Jon if he could wear sneakers to the company Holiday party. Jon told Jim that he could wear sneakers, but that he had to also wear a dress. Jim wore a dress to the company Holiday party. He didn't realize that he had been luongoed.
