Most of them are thieves and emotional basketcases. There are very few of them who would dedicate their time to actually create their own game from scratch.
Typical M.U.G.E.N creator: Why bother making my own game? It's too "complicated", and I'm too lazy to draw the graphics and sequence the music. Hmmmmm. Marvel vs. Capcom 2 just came out. I know. I can just rip sprites from my favorite characters, make a bunch of wierd extra moves, and pump up the A.I. to the point where they would be impossible to beat.
