The theory emphasizes that societies use a portfolio of technologies across this spectrum, and losing "simple-end" knowledge can create catastrophic fragility.

Instead of inventing new, modern and useless technology, they go back to the past for technology that become useless due to obsolescence.
While wanting internet to become a better place, they lack the desire to have a deeper understanding of issues that internet has, so the best thing they do, is try their hardest to mimic and praise the idea of what old internet was that they made up in their head, usually that idea has nothing in common with how internet really was.
While techbros cluelessly try to move internet technology forward into Web 3.0, Techsiss have a big love for web 1.0, and "vibes" of how internet was in the late 2000s.
Many of them are lib-left, users of Tumblr and Twitter, artists, animators or other people who barely if ever touch code, but alas a thousand of sparkledog-filled neocities websites do exist, so they in fact can code.
As was said above, they have only surface level understanding of internet history, and considering how internet was back then they would probably hate it.
