To meet or come up to a required standard (from golf where a player must do equal or better than a certain score to continue)
e.g. 1 (original meaning)

Similar to a bowl cut, the football cut is designated for grandma's and/or mom's with blonde hair. The hair goes just under their jaw and curls inwards towards their neck. They get their hair done every week and put thousands of dollars into their hair for it to look like a football.
Person 1: "hey, you see that old lady over there with the football cut?"
Person 2: "yeah, lets go cut it so it looks NORMAL! HA!"

When you allow someone to cut in line at the back of you, then complain that they should be in front of you.
Jim: Can I white-cut you Tye?
Tye: Sure
Jim runs and stands at the back of Tye.
Tye: Why aren't you in front of me?
Jim: Oh. ok (runs and stands in front of Tye)
They both get jump by the crowd behind them.
