When you go to your neighbours house and drink an excessive amount of alcohol. Often involuntary and used as a ploy of revenge for a massive hangover. Note doesn't have to be direct neighbour.

To get "Spanked", or getting "Spanked" is more or less another word for wasted or drunk to the point beyond belief.
If you were to drink excessive amounts of alcohol, smoke uncontrollably and do copious amounts of drugs all within a small time frame, using the synonym "Spanked" would fit.

Laurel: "So Karen and I went out last night to Divas, and she spent the whole night drinking and doing drugs, she got absolutely Spanked and I had to carry her ass home!
