One of the main differences between a Lugalate and a Dubsagate is that a Lugalate is ruled by a Lugal (King) that also holds religious authority as a caliph does, while a Dubsagate is ruled by a Dubsag (Leader) that's a secular leader and has literally the same functions as a Sultan/Emir has.
