Lolicon (in a Western context) primarily refers to a person with a sexual attraction to fictional characters, mostly in Japanese animations, who have a petite; tiny; small body type.
Such characters are called "loli" characters, and a lolicon is simply someone who takes sexual interest in lolis.
Although there are many misconceptions about the word, it in fact does not have anything to do with a character's age, or whether they look young or not. Lolicon also does not apply to people who take a NON-SEXUAL interest in lolis (finding them cute, etc.)
Lolicon is also nowadays largely not applied when speaking about a real life preference context, and usually left to describe the fictional animated content only.
