(2) An insult directed at a man that puts himself in a subservient/submissive position under women in hopes of winning them over, without the female bringing anything to the table. The insult insinuates a man is a pussy for groveling to women for favor.

The term originated on reddit, and pertains to their adult subreddit, /r/simps, where users on that and other subreddits would insult someone by calling them a "simp."
