A phrase back in the day in which people would tell their children or wife to speak only when an adult begins to talk to you. In other words stay quiet.
Similar to the phrase stay quiet when the adults are talking.
Child comes up to parent and tries to speak while the parent is talking to then parent yells speak when spoken to.

This is a way to define that what is said while being baked is not serious, dumb, nonsense, and exaggerated. People should not be held to bragging and promises spoken when smokin'.
Oscar remembered that he promised Hector he would give him the extra ticket to the concert after they got high last night, but he knew he had to take Mary or she'd break up with him. Since he enjoyed having sex with her, he couldn't have that! He knew Hector would understand as this issue fell into the realm of "what's spoken when smokin'."
