This phrase is usually used in the context of business related things, where some manager or employee above you demands for information or input when clearly you've given them it in your last email. Obviously that person has not read your emails nor did they bother to read them. They probably only sent the email because it was their job to do so.
Me: *Gives them the required documents via email*
Them: "Hello. Please submit all documents today. Thank You.*
Me: AS PER MY PREVIOUS EMAIL........
Them: "Hello. Please submit all documents today. Thank You.*

A rather corny and exaggerated term for a mere used commodity. Such a description seemingly suggests that the end-user has had intense emotional connections with the item, as if it were a stuffed animal, a game console, (or an adult toy....)
Marketplace listing: Panasonic microwave, condition is previously loved.
Me: What did that guy do, make love to his microwave???
