When an opportunity for you comes up because someone else is "fucking up", so you take advantage of their screwing up.

Guy1: "Man, Captain Lew is screwing up... he's not doing his job or anything right for our program."
Guy2: "Dude you could totally get his rank AND Position if you catch em' on the fuck up."

Cath-up buddy 

A really near friend that you don’t speak to very often bur WHEN you speak, you catch up with everything you’ve missed and it’s all like you never ebven had a “break”. When you speak with a catch-up buddy, it’s not awkward even though you haven’t been spoken to each other for a while.
