The phrase is an anecdotal example once given that if you have enough money and talent you could build a machine that will put a "goat on Neptune". It's use is near extinct now since most of those guys are dead.

Engineer: How are we going to design a computer that fits into single cabinet?

Boss: You have all the resources you need. Just put that goat on Neptune.

windows neptune

A version of Microsoft Windows that was do to arrive at the same time as windows 2000, but never made it past the second beta. It was supposed to be a home version of windows 2000, but was cancelled by Microsoft, and later merged with Windows XP.

I can't believe Windows Neptune got cancelled, looks like it's time for 98 again.
