Redneck for "ready for action" or "ready to make speed." (An allusion to retracting the foreskin in uncircumsized males before action.)

A compound of the word skint, adjective, and an artificial suffix -tastic, as used in the word fantastic which has a Greek root. Linguists call this kind of phenomenon a back formation. Cf. pea from pease.
Possibly influenced by the tendency to emphasise the word fantastic in spoken English by pausing after the first syllable.
