A person or thing below your or it's rank. A manager out ranks an associate, the Golden Gate Bridge out ranks a lesser known bridge.

Sample: Don't do this job yourself, give it to a low ranker.
I'm not gonna go see that low ranker when I can see the Golden Gate Bridge instead.

Besides having multiple meanings on the street one other meaning is someone who ranks out from their original crew or set and bounces from one crew / set / squad to another.

Hey man that fools a ranker, he acts like he’s from that other squad. He’s bout to get crushed!
