1) Adj. Someone who could go anywhere and do anything, but instead hangs around and makes your day shit. Used in conjunction with an noun.

2) Really boring person or waster. Has money or a good qualification but never does anything useful or fun. May complains a lot but never does anything about it.

Someone who votes for a democratic candidate in any election but is also a person who has liberal veiws either on par or beyond those of the candidate they voted for. A librocrat is also someone who feels that they are better people for having more liberal views than those of their fellow democrats or even republicans.
