Term means shortcut of phrase “Liberal Retard”. Term not implies that “any liberal is retard”, same way for example “sweet water”, not implies that water is sweet by general. Term is often used by conservative thinking people when confronted with most progressive (and for conservative people most unacceptable) parts of liberal ideology, like "gender is just social construct, not biological term", “migration to my country is fundamental human right” etc.
