Toronto slang for one that is especially not present mentally at most waking hours of their life. In other words, they are chopped in the head, or just simply CHOPPED. Equivalent to the saying " You're Fucked" used in Trailer Park Boys. Terminology originated deep in Scarberia.

Chapped Dick Syndrome

Someone who suffers from chapped dick syndrome is ridiculously horny, even horny for the smallest things.
