the word tweaked is used to describe the uncanny phenomena when your friend seems not able to behave coherently. without the use of mind altering inhibitors. he is acting a fool, and he knows it. he is tweaked.

person A: "every time you finish your work you walk around in a circle talking to yourself.. I've looked for airpods but you don't have any.."
