A very thin, wimpy moustache. Can be seen on teenage boys who do not shave or are trying to grow out a moustache unsuccessfully. Dusters can be related to the lip hair of a little Hispanic boy.

Mitch can barely even grow a duster. No way he can pull off no shave November.
