Asian rappers and pop singers sometimes refer to their homeland as "the Neon East."

Someone who is along the lines of being a gangsta and is into wearing bright colored shoes/jeans/pants/shirts/hats. Never all. It is like a clothing style. Pharrell and Lupe Fiasco demonstrate this. It's a hot style.

When you and a friend make a solemn pact to do something, but then your friend starts being all lame about it and wants to back out - so they start trying to modify the pact to be easier for them.
