It can be used to describe a person, or an event or place.

When used to describe a person, you either have it or you don't, and it's not for you to decide.

The term "def OJ" from Rapper's Delight by Sugar Hill Gang is a dated reference to O.J. Simpson, who before killing his wife was the spokesman for Hertz Rental Car. It means a fast, flashy car.
