Refers to two different types of coercive individuals who utilize boobs to unfairly control others:
(1) a guy who causes a gal to feel so head-swimmingly giddy and breathless from his luscious suckling on her chest-spigots dat she goes along with his unfair wishes, or
(2) a gal who uses a guy's overwhelming cravings for her exquisite "baby-feeder nozzles" to her selfish advantage, such as making him give her large sums of money, take her out to expensive restaurants, work too hard for her, etc., in exchange for allowing him access to said "twins of delights".

A "manippleulator" excessively controls others using boobs as a bargaining-tool; a "manippleulater", however, merely asks said controlled individual to postpone his titty-savoring session till a certain period of time has passed --- for example, a buxom chick may say, "Not at da moment, Dude --- I will indeed let you lift up my t-shirt and play 'nursing newborn', but only after you finish working on my car."
