The sudden inexplicable inability to demonstrate an action to an audience specifically summoned to view said action.
This phenomenon receives its name from the premise of a pet "talking" parrot who is suddenly silent when guests are invited to see it "talk." "I swear!," says the owner, "He says all kinds of stuff! He says 'hello', he says our names! Really! I don't know why he won't do it now...." while the guests nod and say, "Suuure, he talks. We totally believe you."

EXAMPLE:
You "Every time I try to load this page I get a weird error message. I restarted and everything. Come in here and look at this."
IT Employee: "OK, show me what it's doing."
You: Repeat action that has resulted in a error 17 times in a row. Page now loads no problem. "I swear, it was giving me an error every single time before you were standing here. Talking Parrot Phenomenon, right there."
IT Employee: Gives you skeptical eye.

Someone who repeats anything they heard mindlessly without thinking it through.
The term, usually used as an insult, is used especially to describe conspiracy theorists and MAGA Republicans, who often repeat what other people say.

A derogatory term used by people to insult those with noses that are hooked in a way that make those people appear to have a parrot's beak.
Look at that parrot Rubber Andy over there, his nose is sticking out of his helmet!
As you can see in that prehistoric codger's photograph, he was a parrot. That's why he didn't get girls.

An bird that never can just listen to a word somebody says without trying to take credit for being the one that said/did it.
Even the other kids at her college didn't trust the dork when they were there together, she would try to defer responsibility (like a parrot calling somebody a name it was just called) for being a dork to someone else, trying to get everyone to hold that person/those people accountable for being dorks. She was selective about what she took responsibility for, if it made her look good, she was quick to claim it, if it made her look bad, she would defer ot to someone else.
