broken, dis-functional, crazy, insane, makeshift, inefficient, awry, disarranged, chaotic

also known as "haywire", but has growing popularity amongst the tech/IT support community. Originated on the UW-Madison campus while having technical difficulties with a piece of old computer equipment.
