To make the first move in new romantic relationships. Typically, one person will be the swooper or more of a swooper than the other person. Hitting on someone, asking them out on a date, reaching over to hold their hand the first time, going in for the first kiss, etc. are all examples of swooping.
Jen: Tell me about how you guys met. Who swooped who?
Maria: We knew each other for a while, but he wouldn't do anything, so I finally had to ask him out.

Common use in '80s/'90s. The act of a military service member driving a long distance to get home for a 72 or 96 hour liberty/holiday weekend. It is initiated as soon as the liberty starts, and the service member returns home just before the liberty ends. The act itself is a non-stop rush to make it home, enjoy time away, and return back to base. The drive involves no delays other than to stop for gas and is usually at least 7 or more hours each way.
