An adjective used to describe something that is simultaneously ridiculous and cruddy.

any form of inanity, stupidity, debauchery, or other unbelievable activity that occurs in a bar/pub environment, usually but not always resulting from excess consumption of alcohol. In general, the event has to be strange enough to seem surreal.
