similar to a homeless person(aka: a bum), they aren’t necessarily ugly yet due to circumstances they are perceived as otherwise. however, on a good day or with appropriate attire, they are clearly attractive.

makes a lot of sense when referring to the concept that “there is no such thing as being ugly, just being broke.”
