Palookas

Refers to an incompetent opponent in a sporting arena (usually boxing). Can also be used to refer to minnow cricket teams and other clumsy or useless beings.

Such a place would be characterized by mediocrity or stupidity, and therefore may be used to refer to a place that exemplifies these qualities.
