The group often includes individuals that were not assigned to work on the project, but were given official notice of the projects existence during a meeting, memo, or e-mail.
Commonly, such doomed projects are leaderless or have an ill-suited leader from the start. Ultimately, Executive Management hears of the failure and criticizes the entire group for their incompetence.
