Everyone congregated at the grocery store during the pandemic was a total hootlefop. More options would have meant more distance, and the hootlefoppery of elected officials will not soon be forgotten.

noun: 1. A minor act of mischief or rule infraction bordering on criminal behavior, usually viewed by the authorities hardly worth the paperwork to act upon or amusing enough to rate a break.
2. What low level hoodlums do.

verb: To commit a hoodle, either alone or in concert with other hoodlers.
