"heck-care" is a phrase with a similar meaning to "heck if I care" but with a slightly more flexible syntactical role. It is possibly derived from such phrases as "heck if I care" (See also: wordsense-dot-eu/heck-care/). It is used by some Singlish speakers. The phrase is often part of an informal tone/register. Depending on the context and inflection, it may be received with either understanding or offense.
P.S.: It is possible that "heck" is mistranscribed as "hack" in the UrbanDictionary definition for "Hack Care", or vice versa. This article(answers-dot-com/english-language-arts/What_is_heck_care) claims the phrase to have the opposite meaning than that described here which does not comport with my personal experience.

James: "Oh shit, I never return back Ben's pen he lend me."
Janice: "He heck-care, lah." ("Ben won't be upset")
Alternatively, Janice: "Heck-care, lah." ("Don't worry about it"/"It is of little concern")
James: "Oh yeah, hor; Ben very heck-care in general, right?" (Here, Ben isn't too anal about things, rather maybe too relaxed)

Get the heck-caremug. A word that might be considered bad, such as a cuss word or a swear word, but can still be used in a particular situation to convey a certain feeling, but only if necessary.
I used a careful word when I yelled, “get the fuck away from me!” when a would-be attacker threatened me with physical violence.

Get the Caring Lessmug. When you religiously or selflessly carry out wearing a mask at home lest you might infect your bunny, cat, dog, goldfish, or hamster—you don’t mind some inconvenience or sacrifice because of your love for your pet.
If you truly value your pet as a member of the extended family, will you go the extra second mile in practicing mask care to protect them against Covid-19?
