Each district has to give up 2 children and then they get presented to The Capitol for sponsorships which can help them through the battle royale games. And, only one can win.

Oftentimes the hunger is satisfied with an odd combination scavenged food from the fridge or just around the house so that it is not necessary to assemble an entire meal.
