The word nigger is defined as the way a person lives, acts, talks, walks, smells, there demeanor, the shoes they wear, etc. Generally speaking, it's a lower class of person of there race of people, not just blacks.
A white can be called a nigger living in a rundown house, painted in wildly bright color usually near or in the inner-city. Whereas a black can be called a redneck living in a home that's rundown, unpainted and typically not near or in the city.
It is "a type" of person not necessarily black. Anyone can be called a nigger. AKA: sandnigger.

its a word. often used as a descriptive term for blacks who feel entitled to other peoples money and hard work, it has also come to apply to all people who freeload on society and can be interchanged with the word "mooch". Attempts to censure it out of existance have led to its new wide-spread popularity and thanks to Rev. Al Sharpton, the Southern Poverty Law center, the NAACP and others, it has come to refer to blacks specifically again.
