A person who works twice as hard at not doing the work versus actually doing the work.

Chris could get the job done in half the time he spends whining about how hard it will be to do the work....what a sandbagger.

Intentionally withholding information (including not doing your best at an activity) in order to surprise someone later.

Examples:
- "Check-raise" in poker (showing weakness despite to encourage someone else betting, knowing you likely have a superior hand). Also known as "slow-playing."
- Implying that you have bad news, then revealing good news

Chuck made a sad face. "I have bad news," he said. After a pause, he broke into a grin. "Just kidding - I got the job! I was sandbagging you."
