Adjective. Used when someone is in a lazy or calm mood, and can't really get up to do anything. Furthermore, they could be even walking in 4 feet due to the lack of energy.
It's origin lays on the character Pieck Finger from the manga/anime Attack on Titan or Shingeki no Kyojin.

Connie: oh man, it's sunday and annoyingly sunny. The heat makes me not wanna go outside and do stuff. I can't even get up. Maybe I should just try to crawl to the kitchen.
