A clusterf*ck, or emergency, with very few people involved, thereby underscoring the ineptitude of one, or more, of the parties concerned. The reference to the Mount Rushmore state is, in part, due to its lack of population and large buildings, which emphasizes the relative simplicity of a theoretical fire drill in the state were it to occur.
