Can be used as an affirmation, agreement or as a salutation. To comment on any situation and expect agreement. It means anything.
"Hey Sam, how's it going?" -- "Keep in the back, yo".
"I went to see this awesome band, and had to leave early, total bummer!" -- "Keep it in the back, yo!"
"I'm feeling down, I need some help, what's your secret to life?" -- "I just try to keep it in the back as often as I can, yo!"
Origin: "It's really cold, I need to put this hat on" -- "Keep it in the back, yo!"

Used as a term of encouragement for any situation. Two Texans and some Brits were at a cricket game in Barbados and misheard a local cheer, and that's the day keep billin' was born. The locals then joined in with the billin' as well.
Cricketer hits a 6: Keep billin'! Keep Billin'
Co-worker gets a promotion: Keep billin', Frank! Keep billin'!
Literally, anything positive happens: Keep billin'!!
