a derogatory term made up by the anime fandom for any person whom , attempts to invade a hobby or fandom then tries to erase or replace or sabotage its culture and norms as well as the fandom's content to fit their arbitrary moral or personal standards and preferences or politics.
this person does not consume media in a medium or genre or does not actively participate in a hobby nor is an active member of its community they probably experienced it second hand too.

hence why they get labled a tourist as they behave exactly like the type of karen whom would visit an Indian city then complain that everyone speaks Hindi and the food is spicy. then try to force them to behave like suburban Americans and eat McDonalds and speak perfect English
