1.) that property displayed by a person lacking command of talent, situation, technique, or diction. 2.) cognitive of required actions or steps to be taken but lacking in the skills to successfully implement them. 3.) a rookie that knows the protocols but not the moves.

The student masseur provided a top notch massage in everything but the pressure. He was truly moficient.
